| Abstract | The study attempts to understand the dynamic working system of a sector of Bangkok's marginal settlements, which are referred to by the author as "temporary tenure settlements". There are approximately 850,000 people who are living in these settlements. The study is based upon a survey conducted by the author and a team of four persons in 12 selected communities with 298 tenants and 40 landowners. The objectives of the study are to assess the fundamental characteristics of the settlements, the inter-personal relationships between the tenants and the land owners and the possible alternatives for community improvement. From the study it is found that the majority of tenants have legal contracts with landonwers, and are paying low rent. houses and are satisfied with their own home own ship. They build their own There is a good relationship among the residents, and the relationship between the tenants and landowners is satisfactory and serves the purposes of sustaining each others' interest and benefits. The study also discusses the roles and functions of these temporary tenure settlements in relation to the overall housing-provision system in the city. It also discusses the contribution of both landonwers and residents in the housing-provision system and community development in relation to the present policies of the authorities towards housing problems. Finally, based upon the findings including both the positive indicators and the limitations and constraints to community improvement, a number of important policy frameworks for action for improvement are proposed and discussed. |
