AbstractFirstly, the study establishes an appropriate measure of growth, the determinants of which are analyzed from a universe of possible indicators. The analysis goes deeper into the industrial structure through which, besides knowing the region's growth rate relative to that of the nation, determines whether its industries were capable of competing with those in the rest of the country, and detects the unfavorable elements in the industrial mix or structure. Projections of the region's product is done to determine the region's future share in the national product, and more importantly to predict what elements are going to be defective in the future. Finally, the study considers the welfare aspect of growth and the "efficiency-equity" conflict (as overall goal), for which it is necessary to analyze first the behaviour of income inequality as development proceeds. This requisite analysis allows the knowledge of the regionĀ·'-sĀ· growth level and stage of development relative to that of the nation. By defining an acceptable condition of growth in terms of growth level and degree of income inequality, and by finding the relationship between growth level and agglomeration, the problem is simplified into finding the proper combination of agglomeration and inequality. Uses of the already established relationships allow the solution of the conflict. The study generates proposals solely based on the findings of the analysis.
