AbstractThe study attempts to explore the quantitative measures on the public delivery system in Hong Kong. Activities of the low, middle and high income households on primary education ~nd general health-care are measured and evaluated on the criteria of "Equity". Besides, evaluation of the manpower and facilities of primary schools and general out-patient clinics is based on the criteria of "Effectiveness". Indices are constructed from the households preferences on the government policies, accessibility to the services and the level of delivered services for the evaluating purposes. Then several methods (Chi-Square test, T2 - test, Discrimination Function Analysis and Mahalanobis' D2 Statistic) are employed to test on the results. It is found that low income people tend to favor more, have higher accessibility to the government services in comparison to the middle and high income people. Furthermore, the middle and high income people have a similar pattern in consumption of educational and health services.
