AbstractThe study addresses the issue of small scale rural industries in Korea, placing emphasis on socio-economic impacts of the New Community Plants on the surrounding communities. Three sets of Plant and Community were analyzed to identify the degree of socio-economic impacts. An economic base model was applied for micro-analysis of the economic impacts of the plants and through the analysis it was found that the economic benefits of the plants were trickling- up to urban areas rather than to be trickling- down to the surrounding communities. With a view to providing some policy guidelines for converting the vicious cycle of trickling- up in the communities, some combinations of spending patterns of the plants were tested. In addition some prospective rural industries were suggested to benefit rural areas more than what they do at present stage.
