AbstractThis report examines Owner’s Project Development Process Management in the context of building construction projects, using a case study of a six-storey reinforced cement concrete (RCC) building at Yangon University of Education (YUOE), Myanmar. The primary objectives of the study are to: (1) investigate the theory of project development processes, (2) identify problems and challenges encountered during the project development process, (3) analyze the underlying causes contributing to these issues, and (4) propose solutions and recommendations for improving the project development process in the construction of the six-storey RCC building at YUOE. The report explores key phases of the project, including site location selection, detailed design and cost estimation, budget proposal and approval, tender document preparation and selection, and old building dismantling. Through a comprehensive analysis, the report identifies critical problems, solutions, and the roles played by various stakeholders throughout the project. Special emphasis is placed on evaluating how the owner’s management practices affect project efficiency, quality, and adherence to budget constraints. By examining this case, the study uncovers gaps in the current project development process and offers practical recommendations to enhance the owner’s management practices, ensuring smoother project execution and improved outcomes in future construction projects. The findings contribute to a deeper understanding of project management challenges within the educational sector in Myanmar, particularly in public institutions like universities.
