AbstractPublic infrastructure projects play a pivotal role in the socioeconomic development of nations. Since Myanmar is a developing country, having limited resources often creates quality-related problems in construction projects and risks the integrity of the projects. Many construction projects were constructed without any effective quality management system. Therefore, independent quality consultants emerge as essential bodies entrusted with overseeing and safeguarding quality standards for the quality management system of Myanmar infrastructure projects. The goal of all construction project stakeholders, quality consultant in particular, is to ensure that projects are delivered according to acceptable and agreed standards. The independent quality consultants are entrusted with assessing project compliance with established quality standards, codes, and regulations. In order to attain project quality requirement, the independent quality consultant must have skills and knowledge for effective communication, quality planning, problem resolution, compliance oversighting, standard verification and risk managing. Their role includes accurate reviewing and inspection of project documentation, design specifications, and construction processes to ensure alignment with regulatory requirements and industry best practices. By conducting comprehensive quality inspections and testing, these consultants identify potential deviations and inconsistency, facilitating timely corrective measures to maintain project integrity. This thesis evaluates on the quality management system, roles and responsibilities of quality consultant of the public infrastructure projects in Myanmar. The case study reveals strength and weaknesses of current quality management practices, as well as limitations of material, labor, and equipment. Influential factors that affect the quality of construction in Myanmar were identified. To improve the quality system of construction projects in Myanmar, framework for quality consultant is proposed.
