| Abstract | This study is based on the forming of JICA ODA Loan Budget in Nga Thine Chaing-Gwa Road. This road connects two capital cities of Ayeyarwady Region and Rakhine State. The road transportation sector plays vital role in regions and states for carrying goods, products to improve region’s economy as well as nation’s economy. Ministry of Construction (MOC) established as Project Management Unit (PMU) that will be responsible for monitoring and the day-to- day management of the project. Consultant firm was selected by JICA and their responsibilities are to be monitor and inspect the project successfully. Consultant firm follow the guideline of JICA ODA loans and giving feed-back the inspection report to JICA head office. Civil construction works are done by Golden Cougar & Shwe Myint Thaw Co.,Ltd and Future Creator Group Construction(FCGC) contractors with Unit Price contract. In this case study, there are a lot of working steps to get the loan and a lot of departments and staffs involvement from their respective roles and different aspects. There are duties and responsibilities for each of the involvement persons on each of the budgeting process. Also point out the possible problems on each of the steps and persons for this budgeting process and give recommendation and suggestion for better improvement of the steps and persons in order to get more effective and efficient on time,cost, quality for the requirement of the public, region and country. |
