AbstractMeikhtila-Taunggyi-Kyaington-Tachileik road is located between Mandalay division and southern Shan state. The road connects many major economic hubs of Myanmar, such as Yangon and Mandalay, to the Eastern part of the country and also to the ASEAN countries and borders of the neighboring countries. It is also one of major road. The project is developed by BOT scheme. It has signed between ministry of construction and High land road construction since in April 2008. It was defined as pre planning stage from 1.4.2018 to 31.3.2019. It was 2 lanes road with 7.31m at that time. Due to heavy traffic and economic development year by year, the existing road is not sufficient for existing traffic. MOC has instructed the company to upgrade the road from existing 2 lanes to 4 lanes. The construction has been started in July 2016 and completed on December 2020. The total length of the project is 272.6 km long. To be closely supervise and monitor the project implemented by the company, MOC has assigned district office where located in southern Shan state. The project company is responsible to carry out the work as per design drawing. Before the commencement of the project, the company has submitted their master schedule and quality plan to DOH, MOC for approval. The project has faced many problem and issue in related with time and quality aspect. The project has 30 moths delay to complete it and defects were occurred in the project. The major problem which impacts time and quality performance were as Negotiation on land compensation, License and permission, Obstacle on right of way, Heavy traffic on peak days , Traffic jam, Hard to delivery building material by reason of accidents ensue on the road, Land slide, Unskill labor/ operator, Material size failed to meet design specification, Failure to follow as per construction sequence, Dumping or disposal failed to well arrange. The main causation of problem is not proper project planning in planning stage by BOT company. As a result of this, lots of problem found during construction stage and the project company under the MOC’s task force team guideline, the problem was solved. Therefore, the project company should pay more attention on planning and project requirement to execute the project in both effective and efficiency manner.
