AbstractThe study emphasizes how develop and implement the quality management system at Naypyitaw Development Committee in design and construction phase. Affordable housing project at Naypyitaw is being picked up as the case study of the research. From the implemented system the current performance of the project such as: any delay, non-conformance, effect on the progress, etc., are studied, analyzed and come with recommendations for those weaknesses for future improvements. In the case study it was observed that motivation of site engineer to attain quality achievement can be said as the average level since the same manners of non conformance report was issued to the implementation contractors. Finally, framework for quality system is developed. From the observation, it is recommended that Quality Observation Report “QOR” should be created and implement for proactively assist all parties’ alert related to quality issues prior to occur non-conformance action.
