AbstractThis study investigates the challenges and improvements in project scheduling and materials procurement management at the KBC Hospital Project in Myitkyina, Kachin State, Myanmar. The research analyses how the integration of scheduling and procurement systems, governed through the RACI-based framework (Responsible, Accountable, Consulted, Informed), enhances project coordination and efficiency. In many developing regions such as Myanmar, the lack of integration between scheduling and procurement systems remains a critical factor contributing to project delays, cost overruns, and reduced efficiency. The KBC Hospital Project, implemented under the Kachin Baptist Convention (KBC), serves as a representative case study for examining these challenges. This research concludes that structured scheduling-procurement integration using RACI governance enhances construction efficiency in community-funded projects. It recommends institutionalizing RACI-based systems, developing digital linkages between schedules and procurement data, and providing periodic governance training. The study contributes to both academic and practical understanding of how construction governance tools can professionalize community-driven infrastructure projects in developing contexts like Myanmar. Overall, this study contributes to both academic and practical understanding by demonstrating how structured governance tools can transform community-led construction into professionally managed, transparent, and efficient infrastructure development.
