AbstractPublic Private Partnership (PPP) is one of the project delivery models and it is considered to improve the quality of service and improve efficiency. It is totally accepted that it can share financial burden of government. In most of the country, the infrastructure like road and bridge, electricity, are implemented by using PPP scheme. In recent years, Myanmar government has introduced PPP model to expand and modernize its transport sector for achieving the national transport vision. Yangon-Mandalay expressway is considered to upgrade through PPP scheme. It has launched through solicited proposal process. +e report has studied how the PPP process has carried out under foreign development guideline. As Myanmar has not had proper PPP policy and legal framework. +is project case study will carry out the way to apply Public Private Partnership model in expressway project. +e aim and objectives of this study were achieved via a understanding literature review, deep case study analysis in term of successful and problems encountered and recommendation for improvement. +rough case analysis, a PPP framework can be derived base knowledge and experience gain from the project.
