AbstractThe real estate sector in Vietnam has witnessed remarkable growth over the past two decades, driven by rapid urbanization, economic development, and increasing foreign investment. Despite this momentum, many real estate development projects face recurring challenges such as schedule delays, cost overruns, quality control issues, and legal uncertainties. These issues highlight the critical need for robust project governance and the adoption of structured project management mechanisms.The Project Management Office (PMO) has emerged as a globally recognized solution to enhance project delivery efficiency and institutionalize governance practices. However, in Vietnam, the application of PMO models within real estate development enterprises remains inconsistent and lacks standardization. The roles and responsibilities of PMOs are often vaguely defined, leading to limited authority in execution, coordination difficulties, and suboptimal performance across project phases. This study aims to explore the application of the PMO model within real estate development, with a specific focus on the RSR mixed-use high-rise project in Ho Chi Minh City. The research adopts a qualitative case study methodology, combining literature review, document analysis, and real-life performance evaluation of the PMO involved in the RSR project. Through this analysis, the study identifies key strengths such as effective cost control, coordination, and training systems, alongside weaknesses like limited authority in decision-making, high operating costs, and lack of integrated systems.Based on these findings, the study proposes a comprehensive framework for PMO roles and responsibilities tailored for a property developer enterprises in Vietnam. The framework includes detailed role assignments across project phases, a RACI matrix, performance KPIs, digital tools, and an implementation roadmap. The study contributes both theoretical insights and practical tools for real estate companies aiming to institutionalize PMOs as a strategic function.The proposed framework is expected to enhance project performance, reduce operational risk, and improve coordination in large-scale, high-complexity projects typical in the Vietnamese real estate market. The research findings may also serve as a reference for future academic work and for enterprises considering organizational restructuring or digital transformation in project governance.
