| Abstract | The growth center approach to regional planning has been used extensively in many developing countries as a policy instrument for dispersing economic growth from areas of excessive development such as metropolitan centers to lagging regions. Asian planners and policy-makers adopt this approach with the hope of promoting industrialization and stimulating growth in selected centers and its peripheral areas. This study investigates the contribution of growth centers to the development of its rural areas by identifying several socio-economic impacts and by appraising the extent of their dispersal over the growth space. Mariveles, Bataan in the Philippines, site of the Bataan Export Processing Zone, has been chosen as the study area. The analysis of actual impacts are divided into two parts. The first deals with the economic impacts generated by the spending of factories, factory workers, urban and rural residents and the government and service sector on the rural areas. Multiplier analysis is utilized and a comparison of the results for the study area and the three previous case studies in Asia is performed. The second part covers some economic and social changes that transpired within the rural areas from the establishment of factories in the BEPZ to the present. Significant changes in occupation, income, consumption, migration, commuting patterns and the use of social services are observed. The important indicators of impact are determined. Favorable and unfavorable impacts are identified in the study with the observation that growth centers provide more backwash than spread effects in the rural areas. Finally, some implications for future planning are discussed. |
