AbstractThe socio-economic development of a community is a joint responsibility of men and women. This study is focused on the share of women in this endeavour. It attempts to determine the constraints which hamper women's participation. Comparison is made with the main findings of the Kedah State, Malaysia and Chiang Mai, Thailand case studies. The women in Northern Samar, Philippines, enjoy a privileged position of equality with men. Equality is in some way guaranteed by law or decree. Women's contribution to the household income is non-consequential because they spend most of their time in the fulfillment of their traditional roles. Egalitarianism characterizes the Kedah and Chiang Mai case studies but the level of equality is not the same as t hat enjoyed by the women in Northern Samar. Women in all three case studies have minimal contribution to the family income. Differences are due to cultural and religious diversity between the three societies. The obstacles to the realization of the talents and energies of women are predominantly culture-based which pervade and permeate in the Filipino Society. Two measures are recommended so that women can become co-partners in rural development endeavours, namely, more vocational training and increased participation in community development programs, but all these should be attuned to the needs of the barangays.
