AbstractThis thesis includes the problems and possibilities of community development in urban areas; and the potential of trade union to act as a tool for the process at local level. The community selected as the case study is village number three of Banghcak Township, Prapradang where Steel Workers Association is located. Random sampling and free interview were used to obtain data needed for the research. It was concluded that the possibilities of community development in the study area were still limited. This was due to the defects in the Association' s operation and activities, the lack of people participation in development activities and the lack of assistance and support from the government. In development process, social improvement should correspond with physical improvements. The government could take care of the physical aspect of development. The responsibilities for social development should be in the hands of the people. To successfully carry out the task, local leaders are essential to create unity among them. Workers association if fully developed, can act as community leader through its members,
