Abstract | This study is an attempt to find policies or programs that can alter positively the production trend of rice in Region XI, Southern Philippines. The present and future program/policies of the different Philippines government agencies, related to the production of rice in the study area were quantified. The farmers practices in rice production as affected by the prevailing farm economics, mainly, higher gross earning relative to farm inputs, were established on the basis of the integrated agricultural survey conducted by the Philippines Bureau of Agricultural Economics. The interactions between the farmers' practices and the government program/ policies were modeled using systems dynamics. The details of the systems dynamics model were based mainly on field data and backed by accepted theories and assumptions made on the basis of field experience. Different strategies for attainment of stable rice supply were simulated using the model, vis-a-vis, the present strategy. Simulation results showed that a less expensive strategy than presently adapted for increasing rice inventory is to allow higher prof it-margin for rice produce, that is, no price control, selective supervised credit and higher rate of increase of benefited (actually irrigated) area in the irrigation systems. The single most important government program that augment annual rice production is the increase of irrigated land. |
