Abstract | This study illustrates the enhancing resilience through ecosystem-based adaptation (EbA) under the impacts of changing land use and climatic hazard in the Savannakhet Province of Lao PDR. Flood is main natural disaster in the Lao PDR and yearly, flooding occurs along the Mekong River, central and southern parts of the country. Rice and agricultural production concentrated in the central and southern parts of the country. Savannakhet Province is the main rice-producing region in Laos. Irrigated rice fields were mainly developed in low land areas along the Mekong River. Frequent flooding is a problem for rice productivity in Savannakhet Province. Since the country has low GDP and low income per capital, Ecosystem-based Adaptation (EbA) approach is an option. To achieve a suitable EbA for the study area, firstly, livelihood security index and ideal value were calculated by indicators from five dimensions (Human, Nature, Financial, Physical and Social). Flood hazard zoning and analysis of land use change were conducted by using QGIS application. For the flood hazard zoning, the parameters such as rainfall, distance from river, digital elevation model, slope, land use land cover, drainage density and soil which were weighted and ranked by AHP methods. Analysis of Land use change was conducted by using ESRI land cover (2018 to 2023) by using QGIS application. Finally, a list of EbA was selected from literature review, assigning dimension score and selected suitable eight EbA for the study area. After that, validation was done by getting primary data from two districts of Savannakhet Province. This study will help the respective authorities, government bodes, and local agriculture community at Savannakhet Province to take necessary steps toward building a community resilience through ecosystem-based adaptation from climate hazards. |
