AbstractHousing problems associated with urbanization in Papua New Guinea have largely acquired significance since the end of the Second World War, The influx of large numbers of people drifting away from the rural areas and the natural increase of urban populations have combined to exert extraordinary pressures on t he already meagre services of the towns. Uncontrolled migrant settlements are mushrooming on the fringes of most urban centres and the authorities find it increasingly difficult to cope with the additional demands on housing, health, education and community services. In realizing this problem the government established the Settlement Improvement Scheme with the aim of improving the welfare of the people and their physical environment. Where possible the emphasis was on community participation and self-help. In this paper I propose to analyze this scheme, taking Horse Camp as a case reference to identify the lessons and suggest some policy guidelines which may help improve the approach that has been adopted. Further, it is envisaged that this experience be treated as a useful model to provide alternative directions for any country that engages or is about to engage in the planning and improvement of squatter settlements.
