Abstract | The principal land-use control measures adopted in Lahore are the zoning Regulations, part of the Master Plan for Greater Lahore, the Building Regulations of Lahore Development Authority and the Building By-Laws of Lahore Municipal Corporation, which are the major planning agencies. This study aims to compare these regulations with the reality based on the oppinions of officials and experts, private land developers and individual house-owners or the "people". Free interviews were carried out with officials, experts .and private land developers to find out their opinions regarding the regulations. Two Lahore Development Authority schemes were taken as study areas for the comparison of the original plan with the reality and to find out people's opinions. The study does not cover the areas outside the development schemes where a large proportion of the poor live. A piecemeal application of land-use control regulations is found in Lahore. The regulations are weak and unrealistic as they do not meet peoples' requirements; nor do they cover the poor living in squatter settlements. The implementing authorities are incompetent, corrupt and inefficient. A "structure plan" is urgently needed and the regulations must be reviewed to meet the present requirements of the city. The organizational set-up of the implementing agencies needs to be improved. |
