AbstractIn Thailand, statistics on the municipal areas (tesaban) are adopted as a proxy for the definition of urban population. This system of urban classification has been criticized by many researchers and planners because it is well known that the boundaries of many Tesaban are so narrow that considerable portions of urban population and areas are excluded if only Tesaban . statistics are evaluated. The problem of 'underbounded' towns is reflected in the large number of applications for expansion of Tesaban boundaries. However, due to various administrative and political problems many of these applications have not been approved by the central government. The aim of this study is first to determine the actual magnitude of urban population, based on a sample of recent air photographs of 25 towns all over the country. The second purpose is to analyze the problem of Tesaban boundary expansion by exploring the related opinions and experiences of local, regional and central administrative officers and by examining the existing regulations and practices. As a result the urban population of the 118 Tesaban (excluding Bangkok Metropolis) is estimated to be 40 per cent higher than according to the statistics previously used. Moreover, most of the Tesaban are infact very interested in expanding their areas, predominantly on the grounds of improving development control and equalizing urban services and municipal revenue base. In conclusion alternatives for improved expansion procedures are explored and suggested.
