Abstract | This study aims at measuring the regional disparities in the Republic of China quantitatively based on the data from the period 1963-1978. present, in the Republic of China, both the population and industrial locations are too centralized for the Government to be able to provide At sufficient public services for t he whole country because of scarce resources. The efficiency of the public investment is therefore becoming low, and thus serious discussion about policies to reduce the regional disparities is required. To reply to such a national problem, this study attempts to analyze the regional disparities by employing factor analysis as the mathematical tool. The main part of the study can be divided into three sections. In the first section, the rotated factor loading matrix is introduced by the factor analysis and each factor is identified. In the second section, the ranking of each district is made based on four factor scores and the developed regions developing regions and undeveloped regions are identified. In the third section, five groups which are defined in terms of their growth pattern are identified, and through the discussion about each characteristic of the group, a suitable development strategy for each group is proposed. Two basic principles of the development strategy drawn from the study are: (a) From the viewpoint of public welfare, working and living in the city are recommended. that public investment should be made in such a disparities will be reduced. equal opportunities for From this it is concluded way that the regional ( b) From the viewpoint of economic activities, in the capital city and prefecture, more investment has to be encouraged. Through this, it is expected t ha t the per capita income of each region will be improved because of the high efficiency of investment. |
