| Abstract | Crisis management and adaptation are critical for maintaining service delivery during challenging times, yet there is a scarcity of research on how public organizations manage crises. Public organizations often face resource limitations and tend to be less flexible compared to private businesses. This study addresses the gap by focusing on crisis management within the public sector, specifically examining the water supply industry during the COVID-19 pandemic. It explores the range of crisis response and adaptation measures implemented by water supply companies to sustain operations amidst the pandemic. Additionally, this study investigates the integration of sustainable development principles into crisis management practices within urban water utilities. Through qualitative research methods, including in-depth interviews with 50 interviewees working in the water supply industry in Ho Chi Minh City, the study reveals that preparedness and resource availability are crucial for effectively navigating crises. The research also identifies the challenges faced by water supply companies, such as adapting to new crisis phases and deriving management lessons post-crisis. These findings offer valuable strategies for other organizations to enhance their crisis management and operational resilience in future emergencies. |
