Abstract | Problems and failures related to rural development planning during the last two decades in Thailand reveal that the diversity of felt needs of the rural people can no longer be met by the traditional top- down planning process which had been implemented by various central administrations. Instead, the bottom-up or local planning approach has been accepted and provincial planning and district planning were introduced in the Fourth and the Fifth National Development Plans respectively. To provide a systematic and unified approach towards decentralization of planning to the district level, this study addresses itself to the development of a mathematical programming approach which can be characterized as a 'Multi- Type Facility Location under a Single Budget Constraint'. Five types of public facilities are considered in this study: transportation, small-scale irrigation, water supply, health services, and education. This problem can also be characterized as a multicriterion decision problem with five different objectives. The solution approach developed in this study consists of two subsequent stages: the decomposition and the partitioning. In the decomposition stage, the location models for each facility type are analyzed and solved independently for the desired ranges of budget. In the partitioning stage, all facility types are considered together under a single optimization model and the overall development budget is partitioned into five shares, each representing the money allocated to each facility type. The approach is illustrated by considering an integrated rural development plan, within the Fifth National Development Plan (1982- 86), for the Jana District which is located in the Province of Songkhla, Southern Thailand . Based on the analysis of the real problem that has been carried out in this research, pertinent conclusions are drawn within the framework of rural development planning. |
