AbstractThe main objective of the study was to investigate the effectiveness of the follow-up action on the concept of "planning from below" for the various group activities under the SFD/PAP programme. Specifically, the study sought to: (1 ) identify the various group activities organized in the area ; (2) determine the actual participation of the target groups in the different stages involved in planning and implementation processes, and (3} determine people' s attitudes towards the concept of the project. The Province of Nueva Ecija is one of the three project sites in the Philippines where the FAO/ASARRD Method is implemented. One of the six deprived and depressed areas represented in the program is Barangay Liberty. The respondents were the members of the various group activities organized in the area. A total number of 61 respondents were interviewed. and further categorized into old and new member respondents. The extent t o which the planning-from-below concept was adopted in this study was determined by measuring the actual participation of the target groups at different stages of in the planning and implementation of development programs, such as people's roles in initiating group action, reasons for joining the group activities, formation of groups, identification of group activities, preparation of group plans and members' views and attitudes toward the SFD/FAP program. The SFD/FAP programme has been established in the area in early 1976 and its full operation started in 1979, but the study found out t hat it did not show any substantial achievements the benefit of the target groups. Participation of the target groups was very limited, particularly with reference t o group activity and decision-making on implementation. Absence of participation in most of the decisions made in the planning sessions made the majority of the respondents feel that the project activities failed to meet their needs .
