Abstract | Contract management is an important process in the implementation of a construction project, especially those that are state-owned and multi-stakeholder. Contract is legally binding between the parties and is often used as a basis in the implementation of the project. Because all projects have a high element of uncertainty, contract also plays a role in managing the risks that may occur during implementation for the project participants. Issues that happen in a contract might affect the rights and responsibilities of the parties leading to disputes, delay in progress, overruns of contract costs or contract termination. Hoa Binh hydropower plant extension project is an important national project of Vietnam, belonging to special grade industrial works because of its role in ensuring electricity supply and stabilizing the national grid system. The management of contracts in the Hoa Binh hydropower plant extension project is carried out by the Vietnam Electricity Power Project Management Board 1 under the regulation of Vietnam Electricity. By looking into the case study of contract management in Hoa Binh hydropower plant project, the aim of this report is to review theories in contract management, and study current procedures of Vietnam Electricity and Vietnam Electricity Power Project Management Board 1. From there, this report highlights the strengths and challenges in project contract management and proposes a framework for project owner's contract management in construction projects. |
