Abstract | Since December 2019, Corona virus has spread over the world including Viet Nam. At first, Viet Nam strictly control the situation so the confirmed cases for initial period is not over than 100 case. However, in April 2021, the pandemic started to infect over big area especially in Ho Chi Minh city and southern Viet Nam. Consequently, Government has issued relevant Official Dispatch Letter, Decision, Decree to tighten the regulation for prevention and control of pandemic. Among these regulations, the transportation and mobilization of manpower for construction project, Wind power plant project is impacted seriously. In this situation, project Owner and Contractor got difficulties in mobilization of manpower and equipment as well as the execution process especially when project located area got large number of confirmed cases (Categorized as Yellow Zone and Red Zone), even the operation is forced to stop due for prevention of pandemic spread. To overcome the situation, project related parties have developed risk management method related to Covid-19 pandemic control, think for solution to maintain the manpower, task force to keep their ongoing project continue to work, also, these solutions have to comply to current government, local requirements and regulation. The thesis focuses on impact of Covid-19 in construction project with objectives of study theory of project management in crisis period, specifically the impact of Covid-19 on Tra Vinh Wind Farm V1.3 project, project management method applied to overcome the Covid-19 impact and also analyze the effectiveness of project management method applied. |
