AbstractFlood is the serious problem of involving for developed and developing area. Most of developing area is increasing the building infrastructure such as residential, industrial and transportation route. The higher number of population endure from the flood risk area as urban expansion in combined with the land use change in Ladkrabang district. The main objective of the study is to examine the resilient area development and management in the risk of flood in rapidly urbanizing district of Bangkok. The study will also provide suggestions to the local planning and disaster management authorities in order to reduce the risk concerning to urban development and management. The first result of this study illustrate the land use change of Ladkrabang have shown the main type of land use is miscellaneous to agricultural area and urban area. Due to the Ladkrabamg district is derive the influence from S uvarnabhumi Airport which the data use 2014, 2017 and prediction in the future 2020 by CA-Markov. Moreover, this research analyzed the flood risk area by using the Analytic hierarchy process and four factors: 1) Distance from the river 2) slope 3) Road network 4) Land use. From the result, the most high flood risk and very high flood risk is on the western area of map is mean flood risk area cover on the urban area and transportation network particularly road network. The second result, this research investigate the future risk exposure by comparing with future development plan in the area. Distance from river, slope and road network will decrease in very high risk area, but for the urban area is increase in very high area and the existing of future development in Ladkrabang district does not have flood prevention. The third result, the research showed the policy measure should be create 1) Flood risk map 2) The Land use planning in the future should be concern about more flood risk 3) The ladkrabang should do the barrier to prevent the urban and road network density.
