Abstract | Development is a process which is intended to constitute welfare for the people. Unfortunately like many other developing countries Indonesia is no exception where economic growth and development takes place in the middle of no or little change of the condition of the poor. The poverty condition tends to persist for the certain groups in the Indonesian society. Many poverty alleviation program have been undertaken in Indonesia targeted to various poverty groups. The case of traditional fishermen as a poverty group should have received greater attention than it has received so far. In Indonesia settlement projects for the traditional fishermen have been launched to reduce their vulnerability as a poverty group since having no fixed and permanent shelter has affected their life condition . The main objective of this study has been to assess the contribution of the settlement project on poverty alleviation on the basis of a case study of the traditional fishermen in Plabu hanratu, Sukabumi, West Java. The study is based on a survey of fishermen households in the settlement project and fishermen from out side the project selected as a control group. A questionnaire survey was carried out during May - June, 1991. Fact finding on major problems of the traditional fishermen provided data about seasonal variation in income, education, people participation in community activities a nd in marketing system . Collected data was used to test hypotheses regarding the effectiveness of the settlement project in improving living standard, improvement of sanitation and health condition, raising fishermen income and facilitating better education for the fishermen children. Analysis of the data reveal that the project has been successful in improving the fishermen to get involved in community activities which has positively affected sanitation . As a result, the community appears to enjoy better health condition. But it is quit e clear in the data that the project settlement has not increased income. The income of the fishermen in the project settlement (PS) compares unfavorably with both nonprojected settlement (NPS) fishermen as well as average village level per capita income . To cope with the economic condition the fishermen borrow money from the money-lenders . This situation adversely affect the income du e to dependence relationship between t he fishermen and the money-lenders. The money- l enders often act as bookers who buy the catch below market price from the fishermen immediately after they return from fishing. The other way of meeting the family expenses is allowing the children as earning members. On e very unhappy consequence of this situation is the low motivation of educating the children. Overall findings of the study suggest that the project should have had a n income generating component . In view of this, this study proposes an income generating project, mainly targeting the fishermen wives. The project styled as Fishermen Wives Group Project (FWGP), proposes two income generating activities: (1) fish preservation and (2) Abon (fish- based food). For implementation of the project one mode l - micro intervention model is proposed. The viability of the project i s examined by standard cost- benefit analysis which shows that the benefit - cost ratios are higher than one in both activities proposed in the project. |
