AbstractPublic-Private Partnership (PPP) has developed several public infrastructures in Thailand for more than two decades. The government expected to relieve their capital expenses for infrastructure development to serve increasing public service demand and transfer associated risks and responsibilities to the private partner. On the other hand, the private partner seeks opportunities to invest its capital and utilize its existing resources to generate revenue and profit, which will be returned to its own company and shareholders. Several problems emerged in PPP expressway and railway projects, such as financial problems and disputes among the public and private parties in the various phases of the projects. The success of PPP governance is not recognized in Thailand, while governance is internationally applied to improve PPP project success. Therefore, the study’s objectives are to identify governance factors in PPP expressway and railway projects and investigate their relationship, as well as propose a successful PPP governance framework for supporting the governance development in PPP expressway and railway projects. To accomplish these objectives, sequential qualitative and quantitative research is applied. A mixed method including a case study, a constructive grounded theory, and a questionnaire is employed. The results from the analyses extend knowledge in PPP governance and depict a PPP governance framework for facilitating the decision makers in developing PPP governance to enhance the success of the PPP expressway and railway projects in Thailand and other uncertain PPP environment countries.
