AbstractThis study presents a systematic framework incorporating a system for performance evaluation of state enterprises in Viet Nam. From the available literature, a set of models for multi-aspect performance assessment of state enterprises was selected. Various tools and techniques were chosen and developed for implementation. The proposed framework considers: financial performance, productivity and social contribution assessment. A case study was conducted in two selected textile enterprises in Viet Nam, which gave an insight assessment of their performance. The results obtained show that a multi-aspect performance evaluation is very useful in measuring the degree of achievement of financial, managerial and desired social objectives of state enterprises. Conclusions were drawn concerning measurement indices useful for state enterprise evaluation and the possibility of utilizing an expert system as a tool to facilitate the evaluation process was explored.
