AbstractDming recent years, Thai utilities have taken a variety of new Electricity Demand-Side Management (DSM) programs to manage their future load growth. These programs serve as alternatives to traditional electricity supply resources and as an investment must be compared to other alternatives available. The important problem is which DSM program is the most appropriate program in Thai commercial sector. If the utilities can select the right optimal DSM program, the opportunity for success of the DSM will be high by using effective cost. This thesis deals with the selection of the optimal DSM program in Thai commercial sector. First approach is to select the potential DSM programs which present the cost-effectiveness for utilities by using Energy-Saving Potential and Cost-Effectiveness analysis. Second approach is to select the optimal DSM program from the potential DSM programs by using Analytic Hierarchy Process (AHP) method which is appropriate for transformation of qualitative relationships into quantitative relationships. From first approach, It is found that there are three potential DSM programs in Thai commercial sector : (1) Lighting Retrofit Program, (2) New Commercial Building Program, and (3) Thermal Energy Storage Program. And then after second approach, the Lighting Retrofit Program is the best compromise program when compare in all ciiteria with the other programs.
