Industrial safety promotion project evaluation and implementation : the case of Taiwan

AbstractThe increase in industrial hazards and accidents makes it necessary to improve methods and criteria for evaluating and implementing safety promotion projects. The main problems encountered in implementing the projects are due to the evaluation method. AHP is the proposed as an evaluation method as it allows the application of experience and insight problems. The evaluation process is proceeded by pairwise comparison to get the priorities of candidate projects. The required judgments are obtained from work teams through discussion. The priorities then determine the execution. PERT is proposed as an implementation tool. The promotion activity was broken into elements with a definite beginning and end. The project network was obtained by elements precedence relationship and time estimated. These promotion projects were implemented as three scenarios. The first scenario is a project approach in which each of the projects is planned separately. The second scenario is a team approach in which projects are categorized into two fields according to the expertise they need. The last scenario is an approach in which all projects and manpower are planned in an integrated manner. The results of the study demonstrated that safety promotion in workplaces with pressing or rolling machines, petrochemical workplaces and workplaces in the lead battery industry occupy most of the higher priorities. Safety promotion in these workplaces is clearly needed. The results also demonstrated that the integral approach effectively reduced resource consumption and is strongly recommended.
