Abstract | This study shows how far a credit scheme is able to overcome conventional problems and
objectives of a project. The main focus of this study is to evaluate the sub-credit scheme on
industrial credit. Suitability of agricultural credit through institutional mechanism for the study
area is another aspect of the study. Reasons behind low disbursement of agricultural credit and
characteristics of small industries are analyzed to understand the nature and extent of problems.
The sub-credit scheme for small industries is evaluated to understand whether it achieved its
objectives. Three aspects, efficiency, effectiveness and economy are considered.
Efficiency relating to some aspects has increased, but provision of credit is not very
effective since other factors relating to small industries affect the final outcome. Comparison
between borrowers and non borrowers relating to outcome do not show a significant difference.
Industries which borrowed to initiate projects are not successful compared with those industries
which borrowed to expand. Lack of management skills, technical skills, and lack of organizational
setup has affected both lenders and borrowers. Policy and operational measures are recommended
in order to overcome those problems. |
