AbstractEach association, from enterprises to governments, on the planet runs on one type of Governance or other independent of their main goal or qualities. In a study by Sawhney, the third grand challenge of the 12 grand challenges to the Indian Construction Industry is the need for governance, accountability, and transparency to be strengthened (Sawhney et al., 2014). The solution suggested is to develop an incentive for decision making and disincentive for delaying decisions. As Projects are otherwise a type of ‘temporary organization', they also need a degree of governance. This is recognized by everybody as Project Governance. Currently, there is no unanimity to what comprises a successful project governance system (Joslin and Müller, 2016). This can be attributed to two reasons. Firstly, the project governance literature 0ffers a multitude of project governance frameworks focusing on certain project issues and thus develop only for specific aspects of project governance. Even though others create multi-dimensional project governance systems, a significant number of them are application focused without offering any measure of governance components. Second, much of the literature examines the governance framework from a static perspective without considering the project governance processes that influence project success or project performance. After developing the model through a Delphi Study, this thesis tested the hypothesis that the factors of Project Governance (PG) will relate to certain Governance Benefits which will relate to Project Performance. It was found that the Roles & Responsibilities and Legal & Contractual Clarity are the most crucial PG Factors. Better Issues Management and Improved Work Culture and Ethics are the most critical PG Benefits with relation to PG Factors. The project performance measure, Safety Performance was found to be the most associated with the PG Benefits. Transparency of Information and Improved Work Culture & Ethics are the PG Benefits most related to the Project Performance Measures. Apart from these findings, the study recommends finding alternative non-intrusive means of measuring Project Performance to improve respondent engagement while providing sharper and more reliable data.
