National parks problem management in the Philippines : a case study of Bicol National Park

AbstractDecline of the biodiversity and decrease in the flora and fauna of national parks in the Philippines can be attributed to illegal logging, shifting cultivation, hunting, illegal collection and habitat destruction. The research was conducted to evaluate, assess and analyze the overall situation existing in the Bicol National Park (BNP). Different aspects were looked into, such as policies on national parks, affects of eviction on the well-being of the occupants, roles of different agencies and assessment of problems facing the management of BNP. Primary and secondary data were analyzed, assessed and evaluated and some recommendations are made. Causes of the denudation of BNP originated from the awarding of permit to cut trees inside the park and construction of major infrastructures within the park, which lead to the proliferation of illegal logging, shifting cultivation, and charcoal making. Further, the laxity of the government to implement their policies and low priority given to the conservation of the protected areas resulted in the destruction of the BNP. The change in the administration brought about a remarkable change in BNP through the eviction of the occupants. The BNP was finally freed from occupants after almost three decades of illegal occupancy. The government now gives emphasis on the conservation of national parks. Further, the administration is currently supported by the active involvement of the non government organizations in the rehabilitation of the park. The rehabilitation of the BNP will be a very difficult task unless there is a sustained commitment of the government and full support of the public in the conservation efforts towards the restoration of the BNP.
