AbstractDeforestation is a global phenomenon that affects all tropical countries. In the Philippines, the rapid depletion of its national forest has prompted the government (DENR) to launched a massive reforestation program involving upland communities, Non- Government Organizations (NGO), Local Government Units (LGU) and private institutions through a contract reforestation scheme. A study to assess the status of the existing contract reforestation projects using Remote Sensing and GIS techniques was conducted to provide appropriate information for effective reforestation planning and management particularly for the province of Cebu where the ecological conditions are unfavourable for reforestation, hence, avoid the dilemma that haunted the previous reforestation programs. The preliminary field evaluations of these projects revealed a dismal accomplishments in terms of plantation survival and growth. This condition was confirmed through visual and digital interpretations of Landsat TM dated 1992 and the multitemporal analysis of 1987 and 1992 landcover of the province, which show their insignificant physical impact. Reforestation management zoning using Linear Combination Method and the Species-Site matching under GIS approach s how apparent problems related to species mis-selection and management inappropriateness. These verified the evaluation results which highlighted these factors as major constraints. It is recommended that proper selection of reforestation species must be observed by the contractors taking into consideration the ecological and socio-economic conditions of the area. Proper zoning for an appropriate reforestation management approach must a l so be implemented using models that based on bio physical and social aspects of the area. It is suggested, therefore, that a methodology based on GIS and Remote Sensing techniques must be utilized for contract reforestation planning and management in Cebu province.
