Abstract | This thesis deals with the complexity of tradeoffs in multipurpose water management. The project considered in the study is the "Karnafuli Multipurpose Project'', the largest hydropower plant of Bangladesh. In recent years the operation of Karnafuli reservoir were mostly ad-hoc basis, thus causing non-optimum power generation and flooding in the downstream areas including Cittagong metropolitan city. An integrated approach, combining flood management, optimization and other simulation models, was developed and applied for the optimal operation of the Karnafuli reservoir. Particular attention was paid to incorporated downstream flooding in reservoir operation by assessing area of inundation using neural networks. The objective function of the dynamic programming models was taken as maximization of total energy generation and minimization of total equivalent area of inundation. Minimum low flow requirement to maintain water quality in the Karnafuli river was imposed as an additional constraints to these models. An optimal operation policies was derived from the optimization model results. The performance of the suggested policies were evaluated by comparing the simulation results with the reservoir operation under existing operation rule. The model derived policies suggested that the reservoir level should be kept higher in order to utilize the potential of all five generating units. |
