AbstractThe study presents new approach of using Goal Programming technique for solving the problems with planning process for housing development programs in Hanoi. The study looks at the planning process with consideration of multiple objectives and circumstances. They are: maximize the total habitat area; minimize the budget and the land using for housing development programs; upgrade the quality level of house funds and warranty the public dwelling welfare. These objectives must be attained complying with current Vietnamese regulations in urban, housing development and related economic sectors. Solving the particular problem requires manipulation the great number of data, a database and a program are constructed. They integrate the data about the housing condition including geographical data and required relations of the process to make up ~he Linear Goal Programming model for housing planning. The study uses Microsoft Access as the database software to manage the process. ARC/INFO is used for input and output the geographical related data. SAS/OR is used for solving the model. The results are the strategic plan for housing programs in Hanoi through 2010 and a series of future urban parameters in Hanoi.
