Abstract | The study is concerned with EGAT's locational decisions to select the best site from
potential sites for installing the four units of 1,000 MW of coal-fired power plant in central
region of Thailand. The locational decisions require to take into consideration several
qualitative and quantitative criteria of economic, technological or social nature. EGAT' s
representaives from Planning, Engineering, Construction, Production and Environment Division
having divergent opinions on the relative importance of these criteria are the decision maker for
this case study. Solving a decision problem of this nature has to recourse to multicriteria
modeling.
In power plant location problem, the number of potential sites is finite and
predetermined. So Multiattribute Decision Making (MADM) - Analytic Hierarchy Process
(ARP) based on ratio scale of relative priorities, the Multi-Attribute Value Theory (MA VT)
based on importance scale and the Preference Ranking Organization Methods for Enrichment
Evaluations (PROMETHEE) based on outranking approach - are employed to solve this
locational problem.
In this study, the ARP is employed to develop the decision model. For group decision
making, the Weighted Arithmetic Mean Method (W AMM) is employed for aggregation of
different individual preferences to obtain a single collective preference.
Data collection, information regarding the criteria (criteria weight) is received from
decision makers by AHP questionnaire. Information within each criteria is received from
EGAT's specialist by both existing data and questionnaire.
The ranking of MA VT and PROMETHEE approaches are hardly different but AHP
ranking is different from both approaches. Especially for the first rank position, three out of five
decision maker's rank of MA VT and PROMETHEE is same while rank of AHP is different. |
