Abstract | Farmers' participation in water management has been reported to have significant effect on the performance of the irrigation systems. There has been a growing concern on how to increase farmers' participation in the management of irrigation systems. One of the areas of prime concern has been the kind, process and level of involvement and participation of beneficiaries. The research studied the management system of the Thnot Te systems, Somrong district, Takeo province. It concentrated on the utilization of the water resource for irrigation of dry season rice, on water allocation decision making, and farmer participation in operation, maintenance and management. Farmers in the Thnot Te system have knowledge of irrigation water management for a long time. But due to their limitation in both technical skills and materials the system has not worked effectively. After Pol Pot failed in solving water problems, DOH in cooperation with ADB built weirs to replace the wood/earth structures. Technical and social deficiency seem to be the main factors influencing farmers' participation in water management. Male and female farmers in the studied area participated in water management about the same proportion. However, the right solution to this problem is to improve the hardware and the software of the system rather than to increase the size of the rice field itself. Canal and hydraulic structures, people organization and the issue of management have to be improved. Farmers are confident in their present water leaders and they have shown high participation in irrigation work in the past. The creation of a water Users' Association was believed by many people has helped improve the current water management in Thnot Te Irrigation system. |
