AbstractTo address the issues confronting protected area management aimed at attaining biological diversity conservation and sustainable development, the Philippines has developed and signed into law a new legal framework for an integrated protected area system, the NIPAS Act of 1992. This policy act makes provisions for declaration of a Protected Area, established and managed according the designed system. However, the feasibility of the designed system in local level implementation has yet to be seen. It is in this context that this research study has been developed. This study tries to evaluate the institutional feasibility of NIPAS implementation for PA establishment using a case study approach of investigating the local level implementation. Based on the experience of the particular case site operation, NIPAS implementation for PA establishment at field site level is feasible provided that the necessary support for its activity implementation is given. Particularly, financial and administrative support in order to have the required technical and human resources to undertake the activity implementation of NIPAS on site. Most especially, political support is needed to provide legislation for PA establishment. The approvals of the general public especially, from the people living in the area who are affected by the operation, and the support of the local level government unit, are also essential.
