AbstractHealth care industries in different corners of the world have adopted Electronic Medical Record (EMR) system. To use the system, health information about people should be transformed from paper based report to electronic one. With its implementation, health services can be provided at accelerated rate and the sharing of information among many different organizations and department becomes easier. Despite of having several benefits, the concern on security and privacy of information will be on rise. Different countries have established their own health care laws and regulations for the use and disclosure of health information. In this research study, we focus on Health Insurance Portability and Accountability Act (HIPAA) developed in United States. The privacy rule of HIPAA protects any individually identifiable information. The security rule provides policies and procedures to be implemented to protect the privacy of protected health information. The model is proposed to protect the information of an individual while allowing the flow of information to carry out necessary health care functions. The proposed model gives the right to information owner over the use of their information. The web based EMR system is implemented based on security features defined by HIPAA. The system also complies with HIPAA privacy norms.
