Abstract | The lack of comprehensive methodology for evaluating Information Technology (IT) effectiveness in organizations are the main cause of the so-called "Productivity Paradox," in which, the investment on IT does not seem to bring back the expected profits. Although many researches concentrate on this dilemma but a satisfied methodology has not been developed. Some approaches focus on too specific to an aspect of the problem, so it is difficult to apply in various environments. Others are too general to give concrete outcomes in a certain situation. Therefore, a hybrid system based on well-known framework and technique for evaluating IT effectiveness in organization may be a desired alternative. This thesis focuses on appraising the effectiveness of IT by using an integrated solution, which provides a clear view of IT roles and its contributions to organizations. The fundamentals that integrated solution is based on are BtripleE framework (business value of IT, effectiveness of IT, effectiveness and efficiency of IT supply), Balanced Scorecard (BSC) measurement framework, Critical Success Factor (CSF) development, Total Cost of Ownership (TOC), Dynamics of IT Cost and Cost/Benefit assessment. Then the effectiveness of integrated framework is demonstrated in case study of Electricity of Vietnam (EVN). According to the feedback of EVN's stakeholders, the application of framework to practice is very encouraging and further research of this framework is recommended |
