Abstract | This study is about rental land and housing for low-income people in Vientiane Capital City, Lao PDR. The existing typology and spatial characteristic of low income rental housing in relation to the environmental condition are the major areas in the investigation. Rental land and housing is presently seen as a critical component in accommodating migrant workers and students in major cities in developing countries. Finding explanations on the capacity of renters in relation to the housing characteristics and corresponding environmental effects are the primary objectives in this study. The study utilized qualitative and quantitative methods with interviews, observations, and questionnaire survey as techniques in gathering data. The main respondents were tenants and landlords while interviews with some officers of local authorities and concerned agencies supplemented. The empirical data shows that tenant families tend to be younger in age, smaller in size and poor in terms of income. Most of them dwell in sub-standard accommodations which are based on informal arrangements or verbal agreement. The research also disclosed that most rental accommodations are in low quality in terms of physical and environmental conditions due to lack of enforcement of governmental regulations and financial capacity of the landlords. The results illustrate that rental housing in Vientiane is purely market-led without intervention from the government, thus social and environmental issues are not addressed well. The research concludes that the existing condition of the housing rental can be improved by making it more affordable yet with quality especially addressing environmental concerns through government involvement. |
