Abstract | This research sets out to deal with the participation of NGOs and CSOs in climate change policy making and practices in Bangladesh. More specifically, it is an attempt to analysis of CSOs' and NGOs' working on climate change activities in the context of Bangladesh. With this aim, firstly, it finds out the reasons influences NGOs and CSOs for working on climate change. Secondly, it overviews 'the way of work' on climate change and observes the scope for working. Thirdly, it tries to see NGOs' and CSOs' grassroots activities on climate change and activities for policy formulation. Research has shown that several reasons encouraged the study NGOs/CSOs to work on climate change such as available of fund, frequent environmental hazards, need of the affected community and influences of international treaties/pressures. In order to find out the way of work, it is found numbers ofNGOs/CSOs are doing grassroots works on climate change and advocacy works both at local and nation level. Although the official documents and laws permit NGOs' /CSOs' involvement to do voluntary work at grassroots level but these documents do not explain very clearly their involvement in the law making process. There is no formal mechanism except in cases where the government invites some very selective NGOs and CSOs closer to them in several steering and technical ministerial committee at national level and local government standing committee at local level in order to show that there is 'government-NGO-CSO' cooperation in law making process. This situation facilitate civil society-government participation but government's selective and arbitrary attitude for engaging CSOs and NGOs in decision making process and their co-opting attitude to NGOs/CSOs make constraint to ensure actual participation. On the other hand, local people and local government have own culture and political context that restrict to work together. Nevertheless, the self-interest attitude of government becomes serious during granting of project period where NGOs and CSOs those have good relation with ministerial experts and are compelled to bribe the relevant officials/politicians to get project. On the other hand, NGOs'/CSOs' sho1t time projects limit the sustainability of grassroots works. Despite of having such difficulties, several grassroots works on climate change, advocacy works both national and local level already have taken place that needs a cooperation among all level ofNGOs, CSOs and governments where political activates will get harmony making a balance among them and grassroots level livelihood oppo1tunities can be sustained. Qualitative research approach is applied for this study. It uses several research techniques such as: in-depth case studies on Bangladesh climate change strategies and action plan, semi-structured interviews of study NGOs' managers, CSO's leaders and ministerial experts, pa11icipant observations, informal discussions with the field staff of selected NGOs and affected people, literature review, article analysis and documentary searches. |
