Abstract | The study has been carried on four riverside settlements in the city of Yogyakarta, Indonesia that is two settlements along Code River (Kampung Jetisharjo and Cokrodirjan) and two other settlements along Winongo Rivers (Kampung Sudagaran and Gampingan). The decreasing of river water quality becomes important issue as the municipality could not solve these problems effectively. Therefore this study intends to find the condition, causes and trend related to the river pollutions, especially by the expansion of domestic activities along the rivers. This research uses mix-methods approach combine both quantitative and qualitative methods to gather data and analyze the riverside settlement's characteristics and specific changes of urban policies and infrastructure development relevant to these areas. The data from field surveys are tabulated into statistical database with computer software (SPSS 11). The analysis utilizes descriptive statistics that is cross tabulation to find the relationships of nominal variables, frequency, mean and scoring. In urban-riverside analysis, historical data of riverside settlements and the city, and land use map interpretation are utilized. According to the findings, the utilization of river as sink is commonly practiced. In sociocultural aspect, the cultural taboo becomes the sanitation-initiatives consideration to respond government programs. The traditional land rent system (ngindung) often stands as barrier to access adequate private or communal toilet. The demands on solid waste disposal site have constructed alternative ways to dispose domestic waste. The organizational aspect of communities is also important to motivate good practices in sanitation aspects. In city level, the coherence of urban and national policies prevented severe urbanization into riverside areas. As the final finding, the top down culture was still predominantly adopted, both in communities and government bodies. The recommendation will be based on the findings of socio-economic and socio-political aspects of community which are multiplying the use of urban rivers. In addressing issues on cultural and tradition of communities, several integrative approaches are employed include the involvement of community leaders as changing agents. The recommendations also address the sanitation issues related to socio-economic and organizational aspects of communities. Facilitating CBO of riverside communities are proven could reduce government efforts in managing urban rivers. In the city level, urban policies should be coherent with national policies, especially to solve structural determinants of riverside expansions. The shifting of physical interventions to more integrative approaches is needed, especially to improve the effectiveness of development programs and to empower the communities. The management of river should be local-river specific rather than generalizing the characteristics of river to national regulation. It needs good collaboration and coordination between different government authorities and external stakeholders to manage urban rivers |
