Abstract | In line with the national policy for poverty eradication, the government of Lao PDR has planed to provide potable water to 90% of its population by 2020. Presently, the provision of water supply is largely a responsibility of public authorities. However, they lack capacity to meet the target by 2020. In this context public-private partnership (PPP) model seems to be appropriate to improve the efficiency and sustainability of water supply service. A limited number of PPP models have been implemented so far for community water supply projects. This research is based on a case study of one such PPP model. It presents the problems and prospects of the PPP approach for the delivery of water supply to an urban community in the Vientiane Province of Lao PDR. The study reveals that only 27% of the households in the study area are presently connected to the water supply system despite its existence since 1992. This is due to several constraints in the implementation of PPP that include, small scale of the projects, limited capital investment, lack of funding support to increase the capacity of the investor, and lack of regulation of the operation. On the basic of these findings, the study recommends a modification to the PPP model in which the public authorities are suggested to partner with a private investor and a community organization. The modified PPP model is expected to contribute in mobilization of financial resources and minimize unit cost to meet the demand of all potential consumers |
