AbstractEVN Telecom, a new telecommunication operator, has provided mobile phone service, wireless local loop (WLL) phone service and city phone service based on their CDMA2000-1x network since 2005 in some cities and provinces of Vietnam. Gia Lai, a central highland province, includes Pleiku city, An Khe town and 13 districts with total population of about 1 million people and total areas of 15,496 kilometer square. EVN Tel has gradually deployed their network in this province. Seven BTSs are being operated, and five more ones has been installed in the phase 3 of EVN Tel mobile development project. Performance of the network is represented by key performance indicators including call setup success ratio, call drop ratio, traffic channel congestion ratio, frame error rate, and soft handoff ratio. Customer behavior and demand are identified through traffic measurement. Traffic can be observed directly in base station or measured through voice charging records. In the measurement period, performance of the EVN Tel network in Gia Lai province are almost acceptable. Call set up success ratio of circuit switched (CS) service achieved at least 98%. Call drop ratio was lower than 2%, and traffic channel congestion was absent. Frame error rate values of CS and packet switched (PS) services were acceptable. Soft handoff ratios at most of BTSs were lower than the required value of 40% in FCH. Call setup success ratios of PS service, however, did not reach the value with the highest value of 91.32%, and soft handoff in SCH were high. Voice traffic per day is about 232 Erl with the average conversation time of 79 seconds and the average busy hour concentration per day of 0.14. The average voice traffic per subscriber in busy hour is 15 mErl. Voice traffic volume from and to the VNPT fixed network occupied more than 50 percentage of total voice traffic volume. PS data traffic at 78.6 kbit/s and 153.6 kbit/s rates were higher than at the lower rates. By the end of year 2010, it is estimated that EVN Tel has about 26,600 subscribers in Gia Lai province with the market share of 10%. The capacity of current network ensures the voice demand of the areas.
