AbstractThe study investigated the productivity of Eucalyptus tree plantations of the small farmers and their livelihood conditions (situations). It was conducted in three villages within the Khanthabouly District, Savannakhet Province, Southern part of Laos. There were a total of 11 villages in the whole district with a number of 100 households (farmers) who involved in the ITPP-plantation establishment. In which 3 villages were selected as the study of this study with a total number of the households (respondents) of 30. This number accounted about 30 percent of the total number in the whole district. Data were gathered through personal interview and through research (study) of secondary information from the Department of Forestry (DoF), IUCN Lao PDR Library, the library of Faculty of Forestry (FoF), National University of Laos (NUoL), the National Statistic Center etc. Direct observation of the study sites was also done. Data were analyzed using descriptive and inferential statistics. Farm sizes ranged from 0.69 to 9 hectares with average area of 3.06 hectares. The average tree plantation experience of the respondents was 4 years, indicating that they practiced their tree plantations for quite a short time. The tree plantation practices adopted were as monoculture plantations for a commodity purpose with a short rotation. In terms of their livelihood situation; the farmers still depend on the traditional subsistence farming practices, especially, rice production, raising livestock etc, is the main agricultural activities. Eucalyptus tree plantation activity is a second alternative income source that their have expected. With regard to the Lao Government Policy there has been an effort that to involve a large number of small farmers (smallholders) to become the actors in industrial tree plantation establishment program in the country. The Lao Government policy stated that a large number of small farmers is rather than a few individual entrepreneurs or companies with large plantation sizes. The low performance in tree plantation productivity of the farmers indicated that the farmers will likely loose the incentives in involvement of tree plantation establishment in the near future. Consequently, it can be predicted that the implementation of the Government policy to encourage the farmers to become involved will be a difficulty tasks, and the aims of the Government will also not very easy to realize
