AbstractThe research objectives were to: 1.) overview the existing policy and legal framework relating to NBCA management in Lao PDR; 2.) identify the resources use system of the local communities and assess the level of dependency of them on natural resources of the NBCA in terms of food and income; 3.) assess the types and level of local community's participation in PKK NBCA management; and 4.) propose management options in order to improve PKK NBCA sustainable management. The results of this study show that most local villagers felt that government policy arid legal framework were optimal in conserving PKK NBCA, while one third of them (especially the poor households) felt that the government regulation was too strict. Most local people considered the forest resources in the reserve as their important living sources. Thev gathered and collected various kinds of NTFPs for direct home consumption and for bowel cold income. The majority of local people believed that the responsibility in the protection and conservation of forest and forest resources belongs to the NBCA staff only. This was consistent with their view that the forests are the property of government. As a result local villagers did not participate in management plan development or implementation. More than two-third were not involved in patrolling village's area, did not involve in implementation village regulation on NTFP harvesting, and were not involved in giving awards or sanctions. But about one third of them were involved in handed over hunting riffle. In addition, almost all of respondents were not involved in monitoring and evaluation of the management of PKK NBCA, or in problem solving on NBCA conservation. Specific recommendations are suggested: - Increased awareness raising and community participation in NBCA regulation and management. - Collaborations among NBCA staff, DAFO, PAFO, and NGOs for improved planning and management. - Review legislation and better law enforcement. - Increase NBCA staff capacity
